Enforcement Reaches New Scale

Google’s latest report shows a clear rise in enforcement during 2025. The company blocked 270.7 million gambling and gaming ads during the year. This made gambling the eighth largest category for banned ads. It also ranked third for restricted ads, with about 124 million cases.

Beyond this, Google removed more than 8.3 billion ads worldwide — a very large number. Most violations never reached users, according to company data. Over 99% of harmful ads were stopped before they appeared online. 

AI Systems Take a Central Role

Artificial intelligence appears to drive much of this work. Google said its Gemini system improved how ads are reviewed and blocked. Unlike older tools, these models try to understand intent — not just simple keywords.

They study patterns like account age, behavior, and campaign signals. This may help catch ads built to avoid detection rules. Company leaders said the system can stop threats before users see them. 

Crackdown Expands Beyond Ads

The action did not stop with ads alone. Google suspended 24.9 million advertiser accounts during the year. Around 4 million of these accounts were linked to scams. The company also removed 602 million scam-related ads.

Enforcement also covered websites — with action on over 480 million pages. Gambling-related publishers made up 9.7 million policy violations. Key actions included:

  • Blocking 270.7 million gambling ads

  • Suspending nearly 25 million advertiser accounts

  • Removing over 600 million scam ads

  • Taking action on 480 million web pages

Regulators Increase Pressure Globally

Regulators appear to be increasing pressure in several regions. In Brazil, officials questioned illegal betting apps on major app stores. Some services may not have proper licences under local rules.

In Europe, tighter rules are already planned — with new checks coming soon. Google Ireland has signalled stricter ad rules from March 2026. Beyond this, governments are also reviewing influencers and social media promotion.

Concerns focus on how illegal betting spreads through online content. This issue may grow as digital advertising becomes more complex.

Balancing Control and Fairness

Google said it improved how it handles user reports. The company acted on four times more reports than before. At the same time, incorrect account suspensions dropped by about 80%.

This suggests efforts to balance strict enforcement with support for legal businesses. Still, the wider picture remains unclear — and may continue to shift. As rules tighten, companies and regulators could adjust their approach. The pressure is rising. The response is growing. The outcome remains uncertain.
