NSW Regulator Issues The Star Sydney A$10m in Fines
The Star Sydney has received A$10 million in new fines from regulators. The penalties follow several compliance failures and add more pressure on the casino as it works to recover.

New Fines Hit The Star Sydney
The New South Wales Independent Casino Commission announced the penalties on 1 June. The action covers four separate matters investigated during 2025. Regulators looked at financial crime controls, player safety measures, and exclusion rules.
The biggest fine was A$5 million — linked to financial crime failures. Regulators found problems between July 2023 and September 2025. Officials said some customer checks were not completed properly. In some cases, risks were not fully reviewed.
The Star must also set aside another A$5 million. That money will help improve systems and compliance controls.
Financial Crime Issues Continue
Financial crime controls were a major focus of the investigation. Regulators found weaknesses in customer risk checks and review processes. Some customers were not properly assessed for possible risks.
The findings come after earlier action against the company. In 2024, The Star received another A$15 million fine. The inquiry found serious problems with anti-money laundering controls. It also raised concerns about company leadership at the time.
Player Safety Failures Bring More Penalties
Financial crime issues were only part of the story. The Star received a A$1.5 million fine over player safety failures. Some players stayed gambling longer than allowed between 2024 and 2025.
Regulators also issued a A$500,000 fine over exclusion failures. An excluded player entered the casino nine times. The penalties included:
A$5 million for financial crime control failures.
A$3 million for reward points cash conversion breaches.
A$1.5 million for player safety failures.
A$500,000 for exclusion rule breaches.
Together, the fines reached A$10 million.
Recovery Efforts Continue
Despite the penalties, regulators said progress has been made. The commission noted improvements under new management. Many of the breaches happened before newer systems were introduced.
The Sydney casino licence is still suspended — and an appointed manager continues to oversee operations. Beyond compliance work, the company is also going through ownership changes. Bally’s Corporation recently received approval for a major investment.
Subsequently, regulators pointed to new leadership and investor backing as positive signs. However, the company still faces major challenges. Hence, the latest fines mark another step in The Star’s long recovery process — a process that may shape its future with regulators, investors, and customers.
