New Framework Pushes Stricter Standards

The Curaçao Gaming Authority has taken a firmer stance on operator conduct. The move follows the approval of the island’s LOK framework in late 2024. That law marked a turning point — shifting Curaçao closer to stricter markets. For years, the jurisdiction carried a reputation for lighter oversight and flexible rules.

Now, the latest policy document expands what licensed casinos must follow. Operators must meet these new standards — even if older guidance overlaps.

Transparency Rules Take Center Stage

At the heart of the update sits a clear demand — transparency. Operators must show their terms and conditions clearly across all channels. Websites, mobile services, and other formats must display the latest version. Players must always access readable and current terms without confusion.

Beyond that, casinos must provide earlier versions when users request them. Any updates must appear clearly — with changes easy to identify. Passive acceptance will no longer count as valid agreement evidence. That shift could affect how disputes are handled going forward.

KYC and Monitoring Rules Become Clearer

The guidance also sharpens rules on identity checks and financial monitoring. Casinos must explain how they track activity under AML and CFT rules. Users must know these checks from the start — not during withdrawals. This aims to stop last-minute checks that delay or block payouts.

Importantly, all KYC steps must appear clearly in the initial terms. That removes room for surprise actions later in the process. Key requirements include:
