ANJ: Excessive Gambling Generated 60% of French GGR in H2 2025
France’s gambling regulator raised concerns after new market data showed rising risky gambling activity. The regulator said excessive gambling produced most gambling revenue during H2 2025 — while the number of risky players kept growing.

ANJ Finds More Players Showing Risky Behavior
Autorité Nationale des Jeux said excessive gambling generated around €1.2bn during H2 2025. According to the regulator, this made up around 60% of total gambling revenue in France. The figures came from a new player tracking system created by ANJ. The tool studied player habits across licensed gambling services in France.
Officials said the system looked at several warning signs linked to harmful gambling. These included spending levels, playing frequency, and signs of losing control. ANJ said around 600,000 players were highly likely to gamble excessively. Another 300,000 players were considered clearly at risk.
The regulator said risky gambling levels have increased since 2023. Market growth may explain part of the rise — but ANJ said other changes also appear responsible. Officials said the number of risky players increased faster than total player numbers. That trend may place more pressure on gambling operators in coming months.
ANJ Shares New Tool With Licensed Operators
The regulator plans to share the algorithm with licensed gambling operators across France. This includes monopoly groups FDJ United and Pari Mutuel Urbain. ANJ said operators could use the system beside their current safety tools. Nevertheless, officials stressed that operators still remain responsible for protecting players.

Pressure Builds Around Player Protection
ANJ chair Isabelle Falque-Pierrotin described the new system as an important regulatory step. She said the tool reflects real online player behavior more closely than older methods. Her comments suggested regulators may expect stronger action from gambling operators. Beyond online services, ANJ also wants better checks inside physical betting locations.
The regulator has pushed those efforts since 2024 — and pressure may now grow further after the latest findings became public. French gambling companies now face a difficult situation. They must keep growing while also reducing risky gambling activity.
