Finland's National Police Board (Poliisihallitus) published the updated list of approved operators on October 29, 2026. The authority has received 81 applications since the licensing process opened in March. Just three days earlier, only 12 licences had been approved, bringing the latest increase to six.

The licences allow companies to operate online casino games and sports wagering under Finland's new Gambling Act. However, the approved companies cannot begin offering or marketing their services before July 1, 2027.

Which Operators Have Received Finnish Gambling Licences?

The 18 licences belong to nine operator groups and independent businesses. Several groups hold multiple licences through separate legal entities.

The current list, as of October 30, includes:

  • ComeOn Group (6): Cloudberry Ent Limited, KuuFlip Limited, Nivei Ursi Limited, RocketLily Ent Limited, SixthSpin Limited and YTBlue Limited.

  • Nordplay Group (3): Buccone Trading Limited, Roi Roger Limited and UnionJack Limited.

  • Blixx Gaming (3): Benelongs Ltd, Pot Luck Club Ltd and Stare Straight Ltd.

  • Wildz Group (1): Granturo Finland Ltd.

  • Superbet Group (1): Sunflower Gaming Limited.

  • SkillOnNet (1): Skill On Net Ltd.

  • Amber Entertainment/7bet (1): Amber Entertainment Finland Ltd.

  • Hippos ATG (1): Hippos ATG Oy.

  • SuomiVeto (1): SuomiVeto Oy.

Wildz Group was the first online casino operator to publicly announce its approval on October 15.

What Happens Before Finland's Gambling Market Opens?

The National Police Board estimates that reviewing a licence application takes six to eight months. According to Juho Puisto, Senior Adviser at the authority's Gambling Administration, most applicants are foreign companies, which must submit official background documents from their home jurisdictions. Requests for additional information can extend the process.

The approved licences are generally valid from July 1, 2027, until June 30, 2032. Before launching, operators must complete the required audits and connect to Finland's regulatory supervision system.

The July 2027 market opening will end state-owned Veikkaus's monopoly over online casino games and sports wagering in mainland Finland. At the same time, licensing and supervision responsibilities will transfer from the National Police Board to the Finnish Supervisory Agency.

With 63 applications still pending and no fixed application deadline, additional operators may join the licensed market before and after its launch.
