Finland Sets New Gambling Loss Limits for Young Players

State operator Veikkaus will launch its new loss monitoring system on June 9. The goal is to identify risky gambling earlier and encourage safer play. The new rules focus especially on younger players.

The company said younger adults often face greater financial risks. Many are still studying, building careers, or establishing stable incomes. The new checkpoints include:

• Ages 18–19 — first checkpoint at €4,000 losses

• Ages 20–24 — first checkpoint at €8,000 losses

• Ages 25 and older — first checkpoint at €24,000 losses

Players aged 18 to 24 will also face a yearly loss limit of €24,000. No yearly limit has been announced for players aged 25 and older.

How the New System Will Work

When players approach a checkpoint, they may receive warning messages while gambling. Some users may also be contacted directly by customer care staff. According to Susanna Saikkonen, employees will review gambling activity using internal assessment tools. The company wants to identify possible problems before losses become more serious.

Veikkaus already makes thousands of customer care calls each year. In some cases, staff may agree on additional checkpoints if a player continues gambling after an intervention. The approach is designed to create earlier conversations about gambling behaviour. The company believes this may help players stay in control of their spending.

Some Products Remain Outside the Rules

Not all gambling products will be covered by the new measures. Slot machines and table games at Casino Helsinki will remain outside the checkpoint system. As a result, the new controls will apply only to selected gambling activities.

This exception may attract attention as the reforms move forward. Questions could emerge about whether similar protections should apply across all products.

The changes come as Finland prepares major gambling market reforms. The country is moving toward a system that may allow licensed operators to compete in parts of the online market. As that transition approaches, Veikkaus is strengthening its responsible gambling measures — while trying to maintain public trust.

The company also plans to use real-time data to identify risky behaviour more quickly. Earlier action may help reduce gambling harm before losses increase further. For now, younger players will face the strictest controls. The new system marks an important step in Finland’s changing gambling market.
