Morocco’s judicial authorities have reportedly taken decisive action against unlicensed foreign online casinos operating in the country. As reported by Medias24, a local court has approved a request from the Moroccan Gambling and Sports Authority (MDJS), ordering immediate technical restrictions on multiple international casino platforms and introducing penalties for non-compliant telecom providers.

Websites Affected by the Court Order

The ruling, issued earlier this week, obliges Moroccan internet and mobile service providers to prevent access to a number of popular offshore online casino brands. The measures require the use of DNS and IP-level blocking and apply not only to primary domains but also to all associated subdomains. Platforms named in the decision include 1xBet, Betwinner, Melbet, Linebet, Stake, Betway, Mostbet, and Sportsbet.io.

Financial Sanctions for Delayed Compliance

Telecommunications companies that fail to implement the restrictions without delay risk accumulating fines of 10,000 Moroccan dirhams for each day of non-compliance. The court’s position places enforcement responsibility squarely on service providers, leaving little room for technical or administrative delays.

Crackdown on Payment-Facilitating Websites

The scope of the ruling extends beyond major casino brands. Several locally operated websites suspected of acting as intermediaries for payments and withdrawals linked to foreign online casinos are also covered by the decision. These platforms allegedly relied on Moroccan bank accounts and local phone numbers to process transactions. Sites mentioned include Herofoot, X1Mel, Melfoot, and Orange Depo.

Documentation Supporting the Regulator’s Claims

To support its filing, MDJS submitted a notarized inspection record dated December 15. The report allegedly confirmed that at least 15 offshore online casino platforms were fully accessible from within Morocco, reinforcing the regulator’s position that enforcement measures were necessary.

Broader Regulatory Signals

From an analytical perspective, the court’s decision reflects a shift in Morocco’s regulatory strategy toward targeting the infrastructure that enables unauthorized online casinos, rather than focusing solely on operators. By holding telecom providers and payment intermediaries accountable, regulators are closing indirect access routes, a tactic increasingly used in other regulated markets to limit the reach of offshore casino platforms without introducing new legislation.
