The first KSA fines of 2026 against Starscream Limited and Tulipa Ent Limited

Dutch regulators imposed fines on Starscream Limited and Tulipa Ent Limited following separate enforcement cases in early 2026.

Starscream was fined €4.2 million over unlicensed online gambling, while ComeOn operator Tulipa Ent Limited received a €750,000 penalty tied to responsible gambling failures.

Illegal Casino Operations Linked to Starscream Limited

According to the regulator, Starscream Limited provided unauthorized online gambling through Sugar Casino, Allstarz Casino, and Rant Casino. None of the platforms held approval from the Dutch regulator, yet players from the Netherlands were able to access the sites without restrictions.

The KSA found that Dutch users could register accounts, deposit funds, and play using local payment options, including iDeal. The Netherlands was not excluded in the platforms’ terms, and no effective geo-blocking measures were in place.

Several violations influenced the size of the fine. The regulator pointed to missing age checks, meaning underage players could potentially gamble. Autoplay features, which are banned under Dutch law, were also available. The KSA further cited unfair withdrawal practices, where players were required to wager their full balance before being allowed to cash out.

As Starscream failed to provide revenue figures, the authority estimated its Dutch turnover for 2024. The fine was set at 6% of that amount, reflecting both the base penalty and additional aggravating factors.

Previous Warnings Were Ignored

The case follows earlier action against Starscream Limited. In early 2025, the KSA issued a penalty order linked to the same illegal activities, with potential payments of up to €840,000.

Despite this, the operator continued to target Dutch players. On September 4, 2025, the regulator enforced the maximum penalty amount, citing ongoing non-compliance.

ComeOn Operator Penalized Over Player Protection

Tulipa Ent Limited was fined €750,000 after the KSA concluded that the company failed to adequately protect players between December 2023 and September 2024.

The investigation focused on young players with heavy losses. The regulator reviewed ten individual cases and identified shortcomings in every file. Warning signs of excessive gambling were often missed, and interventions were delayed or ineffective.

In several instances, players lost large sums within a short period while being allowed to set unusually high deposit limits.

KSA chair Michel Groothuizen said the findings reflect broader concerns about inconsistent compliance across the market, particularly when vulnerable players are involved.

Enforcement Pressure Continues

The Dutch regulator continues to issue fines and warnings on a regular basis. Recent cases include the forced collection of an unpaid fine from Instant Casino, originally imposed last year.

The latest penalties signal that the KSA remains focused on unlicensed operators and strict enforcement of player safety rules in the Dutch gambling market.
