PGCB Issues $180K in Fines Against Pennsylvania Operators

PGCB Acts on Compliance Problems

In recent penalties, the Pennsylvania Gaming Control Board handed out four individual penalties. The concerns were underage access, inadequate internal controls and licensing concerns. Parx Casino and BetParx operators Greenwood Gaming and Entertainment were issued two fines totaling $80,000.

Underage people entering the gaming areas of the casino was one $40,000 penalty. This violated rules meant to keep minors away from gambling places, regulators said. BetParx's staffing and licensing issues resulted in another $40,000 fine. The board reports that five unlicensed workers had access to sensitive customer identification information.

Wind Creek and Yahoo Fantasy Sports Fined

Wind Creek Bethlehem received a $50,000 fine for having poor customer verification systems. The poor Know Your Customer controls led to the withdrawal of over $92,000, regulators said. KYC rules are meant to confirm player identities and reduce fraud. Regulators say some operators still struggle to apply them correctly.

YFS Sub LLC, which runs Yahoo Fantasy Sports in Pennsylvania, also received a $50,000 fine. The issue involved failure to get approval after ownership changes. State rules require companies to report major ownership updates before they are finalized. The board treated the breach as a serious compliance failure.

Key issues highlighted in the cases include:

• Weak identity verification controls

• Unlicensed employee access to data

• Missing ownership approval reporting

Eight People Added to Exclusion Lists

Regulators also added eight individuals to the state’s exclusion list. These people are banned from entering gambling venues in Pennsylvania. Officials did not release full details of each case. However, similar cases often involve leaving children unattended in casino areas.

Authorities have repeatedly warned about child safety inside gaming properties. The exclusion list is a permanent restriction under state rules.

Gaming Revenue Continues to Grow

Despite enforcement actions, Pennsylvania’s gaming market continued to grow in April 2026. Total revenue is up 6.5% from last year. Several casinos reported good gains. Hollywood Casino at the Meadows increased by almost 28% and Hollywood Casino York by over 30%.

Bally’s Pennsylvania saw the biggest increase, with revenue jumping 75.14% to over $5.1 million. Sports betting also performed strongly, rising 38% year-over-year to nearly $59 million.

However, not all segments grew. Retail table games fell 2.36%, and online table games also dropped compared to April 2025.
