First payment starts the scholarship program

The Philippine Amusement and Gaming Corporation (PAGCOR) has set aside PHP60 million, or about $977,000, for the new scholarship program. The money will help students from low-income families continue their education.

On Monday, PAGCOR released the first PHP10 million payment — starting the Ayudang Hatid ay Tagumpay Scholarship Program. The Bulacan provincial government will manage the program. The new fund will help families who struggle to pay school costs. It also shows how gaming income can support public programs.

The money will help 2,000 students

The scholarship fund will support students in two groups.

  • PHP40 million will help 1,000 college freshmen.

  • PHP20 million will help 1,000 technical and vocational students.

College students must study in a four-year degree course. Technical students will receive support for job skills training. The first payment lets local officials begin choosing students. The rest of the money will arrive later. This should keep the program moving without delays.

PAGCOR wants gaming income to help people

The handover took place at the Bulacan Capitol Gymnasium in Malolos City. PAGCOR Chairman and Chief Executive Officer Alejandro Tengco gave the first payment to Governor Daniel Fernando and Vice Governor Alexis Castro.

Tengco said the fund is more than financial help — it is an investment in young people. He said the students could help build a better future for Bulacan and the Philippines. He also explained PAGCOR's main purpose. The agency works to stop illegal gambling. It also returns gaming income through programs that help Filipinos.

Scholarship program is part of a bigger plan

The scholarship fund is one of many programs supported by PAGCOR. The agency also gives money to healthcare, education, sports, roads, and other public services. In 2025, PAGCOR gave PHP66.95 billion to nation-building projects. Total revenue fell 5.09% to PHP106.03 billion. However, electronic and online gaming earned more money and helped make up for lower casino revenue.

Nevertheless, net income rose 4.18% to PHP17.47 billion — even though total revenue was lower. Hence, the new scholarship program is another way PAGCOR is using gaming income to help people. For 2,000 students, it could open the door to a better future.
