Bolivia Expands Licensing Drive in 2025

Bolivia Gaming Control Authority issued 1,226 gambling licences in 2025, according to an official update. The number shows steady growth — and rising interest in legal activity.

Officials shared the update during a virtual hearing on 18 March. The session followed a rule that requires public bodies to report performance.

However, the regulator did not split licences between business types. This leaves some uncertainty about where growth is strongest. Still, the direction looks clear. More operators are choosing to work within the law.

Budget Use Reflects Stronger Oversight

The authority used more than 90% of its yearly budget — a high level. Funds supported checks across lotteries, raffles, and other gaming activities nationwide.

Resources also went to monitoring business promotions, which continue to grow. These activities often sit close to gaming rules — and may push limits.

Officials said the spending supports stronger oversight. Enforcement remains a key focus. Beyond that, the regulator improved monitoring and expanded its reach.

Prize Payouts Show Market Activity

Organisers paid out 573 million bolivianos in prizes during the year. That equals about $82.8 million — showing strong activity.

These figures suggest rising demand from players and more promotions in the market. Lotteries and raffles appear to lead this growth. However, higher payouts may also raise risks if control measures fall behind.

Crackdown Targets Illegal Gambling

Enforcement activity increased — with actions across several regions. Authorities raided 82 illegal gambling locations during the year.

They also took 119 devices and destroyed 230 illegal machines. These steps aimed to reduce illegal activity and protect users. Recent actions focused on areas near Cochabamba — where illegal venues had spread. Officials closed several sites operating outside the law.

Certification Marks Progress

During the year, the authority gained ISO 9001:2015 certification after an audit. The review was led by ICONTEC, a regional standards group. This step may improve trust in Bolivia’s system. It also shows closer alignment with regional practices.

A Market Growing — With Risks

Bolivia’s gaming sector continues to grow, led by lotteries and promotions. Licence demand suggests strong interest in legal operations.

At the same time, concerns remain around sports betting integrity and weak spots in oversight. Key points from 2025 include:

  • 1,226 licences issued across the market

  • 82 illegal locations shut down nationwide

  • Over 90% of budget used on regulation

Hence, the outlook remains balanced — growth is clear, but risks remain. The regulator now faces a steady task.
